    MGNREGA Social Audit Unit (SAU) in Jharkhand

    In what the Jharkhand government says is the first such step by a state, the Ministry of Rural Development has begun to capture the demand for labor under the Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA), thanks to its Social Audit Unit (SAU), generating nearly 6 lakh of Trabajar requests in about a month since the system launched in mid-August.

    • According to officials, this is a big shift in the labor demand process – separating demand creation and implementing agencies – and is likely to change the way MGNREGA operates in the world. the state.
    • Illustrating how much demand for labor has increased, SAU State Coordinator Gurjeet Singh said that during the corresponding period of the last three fiscal years, about 2 lakh days of labor have been generated per person; under MGNREGA, a representative from each household is entitled to 100 working days per year.
    • Labor demands were previously generated through “Rozgaar Sewaks” – there is one in every panchayat in the state – who went from village to village and raised awareness of the MGNREGA concept, obtained requests work, sanctioned projects and ultimately made payments. It was a long and tedious process.
    • The SAU, which comes under the Department of Rural Development, created to “promote transparency and accountability in the implementation” of various programs, is now responsible for generating job applications.
    • Request for Gasoline Work: Under MGNREGA, work is only started when a person requests work for the creation of an asset. In this case, the worker can receive unemployment benefits in case the government does not provide him with work within 15 days.

    • Aradhana Patnaik, rural development secretary for Jharkhand, said union demands had started to wane due to a strike by MGNREGA staff, including Rozgar Sewaks, for more than a month since the end of July. But with many migrant workers returning from other states during the pandemic and the nationwide shutdown, demand for work was high, she noted.
    • According to government figures, 17.11 lakh people have so far worked under MGREGA in Jharkhand during the current fiscal year, generating 419.71 lakh working days per person.

    • Of the new 83.02 lakh labor cards, the highest were added in Uttar Pradesh (21.09 lakh), followed by Bihar (11.22 lakh), West Bengal (6.82 lakh), of Rajasthan (6.58 lakh) and Madhya Pradesh (5.56 lakh) – states which have received large numbers of returning migrants.
    • Also in percentage terms, growth in new job cards was highest in Uttar Pradesh (173 percent): 21.09 lakh in new cards, compared to 7.72 lakh last year. The UP is followed by Andhra Pradesh (154%) and Rajasthan (69%).
    • According to the MGNREGA, each rural household is entitled to a work card that contains the names and photographs of all adult household members who can apply for and receive work.
    • According to the MGNREGA rules, the work card can be canceled if a household has “permanently migrated to urban areas; or to a different gram of panchayat; or it is proven to be a duplicate; or it was registered on the basis of false documents ”.
    • Data shows that 10.39 NREGA lakh work cards have been eliminated so far this fiscal year; 13.97 lakh job cards were removed in 2019-20.
    • As of September 3, 2020, the cumulative number of labor cards stood at 14.36 million rupees.
    • At least 6.5 lakh households have already completed 100 days of employment under the Mahatma Gandhi National Rural Employment Act (MGNREGA) in five months of the current fiscal year.
    • The data available on the NREGA portal shows that of the 5.73 crore of households that benefited from working under the rural employment guarantee scheme from April 1 to September 4 this year, 6.5 lakh completed 100 days of employment.
    • This number is expected to rise soon, as more than 30 lakh households have completed 81-99 days of employment so far. The data also shows that around 19.58 Lakh households completed between 71 and 80 days of work.
    • In the last fiscal year, 5.48 million households benefited from the program and 40.64 million households completed 100 days of work.
    • For the past six years, the number of households that completed 100 days of work under the program has been in the range of 24 to 52 lakh, but is expected to reach a new record during the current fiscal year.
    • The total number of households that have benefited from working under MGNREGA has already reached a record 5.73 million rupees in just five months of the current fiscal year.
    • Under MGNREGA, each rural household, with an adult member volunteering to perform unskilled manual labor, is entitled to at least 100 days of paid employment per exercise.
    • Although article 3 (1) of MGNREGA establishes “no less than one hundred days” of work per rural household during a financial year, it has de facto become an upper limit because NREGAsoft does not allow the entry of employment data greater than 100 days in a home during a financial year, unless expressly requested by the State or territory of the Union.
    • However, in some cases the government allows an additional 50 days of paid work. For example, each household of a listed tribe in a forest area is entitled to 150 days of employment, provided these families have no other private property than the rights to land granted under the Rights Act. 2016.
    • In addition, the government, pursuant to section 3 (4) of the MGNREGA, can provide an additional 50 days of unskilled labor during a fiscal year in rural areas where a drought or any natural calamity has occurred. has been notified. Maharashtra allows employment beyond 100 days under its own employment guarantee system.

    Head of UGC, M Jagadesh Kumar, urges all Central Universities to adopt the Common University Entrance Test for Postgraduate Students (CUET-PG) from the next academic session. Until now, universities across the country had the option of adopting CUET for their graduate courses.

    “As you know, CUET provides a common platform and equal opportunities for candidates across the country, especially those from the Northeast, rural areas and other remote areas, and helps build better relationships with the universities. A single exam allows candidates to cover a broad spectrum and be part of the admissions process at multiple central and participating universities. The National Testing Agency (NTA) has been given the responsibility to conduct the CUET-UG/PG,” Kumar said.

    According to the official schedule, the CUET PG exams will be held from June 1-10, 2023 for the 2023-24 academic year. Its results will be released in the first week of July, Kumar previously reported. Last year, the CUET PG exams were held from September 1 to September 12, and the result was announced on September 26.

    Kumar, said if all Central Universities join CUET-PG as they have done with CUET-UG, it would increase the opportunities for students from all over India to join top Indian Universities. “I urge all UCs to use CUET-PG scores for admission to PG programs,” he said.

    From next academic year, University of Delhi will adopt CUET UG and PG for admission to all courses, in all categories. The university team announced its decision after its executive board meeting on December 8. Now, the CUET PG score will be used to assess students for admission, instead of DUET.

    Lockdown – 5 : Unlock – 1

    MHA issues new guidelines includes Phased re-opening of all activities outside Containment Zones (Unlock 1) with strict enforcement of lockdown in Containment Zones.

    Ministry of Home Affairs (MHA) issued new guidelines today, for phased re-opening of areas outside the Containment Zones. The guidelines will come into effect from June 1, 2020 and will be effective till June 30, 2020.  The current phase of re-opening, Unlock 1, will have an economic focus. MHA order of March 24, 2020 imposed a strict lockdown throughout the country.  Only essential activities were permitted. All other activities were prohibited. Subsequently, in a graded manner and keeping the overarching objective of containing the spread of COVID-19 in view, the lockdown measures have been relaxed. New guidelines have been issued today based on extensive consultations held with States and UTs.  

    Salient features of the new guidelines

    Phase I: Religious places and places of worship for public; hotels, restaurants and other hospitality services; and shopping malls; will be permitted to open from June 8, 2020.  Health Ministry will issue SOPs for the above activities, in consultation with the Central Ministries/ Departments concerned and other stakeholders, for ensuring social distancing and to contain the spread of COVID-19.

    Phase II: Schools, colleges, educational/ training/ coaching institutions etc, will be opened after consultations with States and UTs.  State Governments/ UT administrations are being advised to hold consultations at the institution level with parents and other stakeholders.  Based on the feedback, a decision on the re-opening of these institutions will be taken in the month of July, 2020.  MoHFW will prepare SOP for these institutions.  

    Phase III: Only a limited number of activities will remain prohibited throughout the country.  These activities are:  International air travel of passengers; operation of Metro Rail;  cinema halls, gymnasiums, swimming pools, entertainment parks, theatres, bars and auditoriums, assembly halls and similar places; and, social/ political/ sports/ entertainment/ academic/ cultural/ religious functions/ and other large congregations.  In Phase III, dates for their opening will be decided based on assessment of the situation.

    Lockdown shall continue to be implemented strictly in the containment zones. These will be demarcated by the State/ UT Governments, after taking into consideration the guidelines issued by the Health Ministry.  Within the containment zones, strict perimeter control shall be maintained and only essential activities allowed.  

    There shall be no restriction on inter-State and intra-State movement of persons and goods.  No separate permission/ approval/ e-permit will be required for such movements.However, if a State/ UT, based on reasons of public health and its assessment of the situation, proposes to regulate movement of persons, it will give wide publicity in advance regarding the restrictions to be placed on such movement, and the related procedures to be followed.  

    Night curfew: Night Curfew shall continue to remain in force, on the movement of individuals, for all non-essential activities.  However, the revised timings of the curfew will be from 9 pm to 5 am.  

    National Directives for COVID-19 management: National Directives for COVID-19 management shall continue to be followed throughout the country, with a view to ensure social distancing.     

    States to decide on activities outside Containment Zones: States and UTs, based on their assessment of the situation, may prohibit certain activities outside the Containment zones, or impose such restrictions as deemed necessary.  

    Protection for vulnerable persons: Vulnerable persons, i.e., persons above 65 years of age, persons with co-morbidities, pregnant women, and children below the age of 10 years, are advised to stay at home, except for meeting essential requirements and for health purposes.

    Use of Aarogya Setu: The Aarogya Setu mobile application is a powerful tool built by Government of India to facilitate quick identification of persons infected by COVID-19, or at risk of being infected, thus acting as a shield for individuals and the community.  With a view to ensure safety, various authorities are advised to encourage the use of the application.

    • Loan Term: The maximum loan repayment period is 10 years after the end of the moratorium period.

    National Minority Finance and Development Corporation (NMDFC)

    A non-profit corporation under the Ministry of Minority Affairs to provide financial grants to members of minority communities living below twice the poverty line. There are two education loan plans based on income limit.

    • Students with a household income of up to Rs 1.20 lakh per year can apply for an education loan of up to Rs 30 lakh to study abroad at an interest rate of 3% per annum.
    • Students with a household income of Rs 8 lakhs per year can apply for an education loan of up to Rs 30 lakhs to study abroad at an interest rate of 8% per annum for men and 5% per year. for women.
    • Preference is given to students who have taken courses with high employability potential.

    Goa Government Interest Free Education Loan Scheme

    The aim of the program is to promote higher education by providing interest-free loans to Goan youth for higher education abroad. Any student (under 30 years of age) residing in Goa for 15 years or more can apply for a loan to pursue higher studies abroad.

    Students with a household income of Rs 12 lakh per year can apply for a student loan of Rs 16 lakh disbursed over two years. Eligible courses under this program are engineering, dentistry, medicine, pharmacy, architecture, finance, law, fine arts, home economics, management, and computer science.

    Regime of the Credit Guarantee Fund for Student Loans (CGFSEL)

    This scheme allows students to get an education loan of up to Rs 7.5 lakh without any third party collateral or guarantee. The Credit Risk Guarantee Fund Scheme provides a guarantee on education loans made by banks under the Association of Indian Banks Model Education Loan Scheme.

    Students can apply for the loan under this scheme if they fall under the category of Economically Weaker Section (EWS) and the household income is less than Rs 4.5 lakh. Students are eligible under this scheme even if the loan amount they need is higher than the amount stipulated in the scheme.

    Ministry of Social Justice and Empowerment

    The Ministry of Social Justice and Empowerment offers various scholarship programs such as the National Study Abroad Scholarship Program for Scheduled Castes, Reported Tribes, Nomadic and Semi-Nomadic, Landless Agricultural Workers land and traditional artisans, scheduled castes and category of traditional artisans.

    Scholarships are awarded to candidates in the above categories to help them pursue higher education, i.e. Masters or Doctorate, by studying abroad with the aim of helping them improve their economic and social status.

    To apply, applicants will need to visit the official website, nosmsje.gov.in and then fill in all the required details such as personal details, course and foreign university name, past employment details and various documents as proof.     Ministry of Tribal Affairs

    The Department of Tribal Affairs offers scholarship programs such as the National Study Abroad Scholarship Program for Scheduled Tribe Students. Applicants can refer to their official website to apply online: oversea.tribal.gov.in.

    It is a central sector program of the Ministry of Tribal Affairs and every year 20 new ST students receive scholarships to pursue masters, doctoral and post-doctoral courses abroad.

    Ministry of science and technology

    The Ministry of Science and Technology offers the Doctoral Scholarship Program for Overseas Visitors. The objective of the program is to build national capacity in frontier science and engineering fields, which are of interest to India, by providing research training to PhD students admitted to Indian institutions in reputable universities/institutions abroad. Its objective is to give Indian research students the opportunity to gain exposure and access to advanced research facilities in academies and laboratories of certain foreign universities.

    It would also create links and long-term research and design collaborations with scientists and technologists around the world. And use lessons learned to strengthen national programs.

    The program is open only to Indian citizens. The candidate must have registered for a full-time PhD in one of the recognized institutes in India in STEM disciplines. Part-time students or those who have submitted their thesis are not eligible.

    Ministry of Minority Affairs

    The Ministry of Minority Affairs offers the Padho Pardesh (interest subsidy scheme for students from minority communities). Applicants can check their official website for more details: minoraffairs.gov.in

    Under this, the interest subsidy will be granted for the moratorium period (i.e. the course period, plus one year or six months after obtaining employment, whichever comes first) as prescribed in the Indian Banking Association (IBA) lending scheme.

    In this case, the ministry will repay an interest component of 100% of the student loan obtained by a student from the bank until the moratorium period.

    For this, students must present the documents as per the requirement of the lending bank to avail the student loan. The ministry will refund interest earned on student loans up to the period of the moratorium.
