The University Grants Commission (UGC) has officially extended the application deadline for Higher Education Institutions (HEIs) seeking to offer Open and Distance Learning (ODL) and online programmes for the 2025-26 academic session. Originally slated to close on April 3, 2025, the last date for submission has now been extended to April 15, 2025.

Who Can Apply?

This extension is applicable to all universities and institutions planning to launch ODL and online courses for the upcoming academic cycle starting July/August 2025. As per the recent UGC notification, applications must comply with the norms laid out under Regulation 3(A) and Regulation 3(B)(b) of the UGC (ODL and Online Programmes) Regulations, 2020, including any subsequent amendments.

Application Process and Key Deadlines

Eligible HEIs must submit their applications online by April 15, 2025. In addition, a hard copy of the original affidavit and required annexures must be sent by April 30, 2025, to the following address:

Joint Secretary
Distance Education Bureau
University Grants Commission
35, Feroze Shah Road,
New Delhi – 110001

Failure to meet these deadlines may result in the rejection or non-recognition of the institution’s ODL and online programs for the upcoming academic year.

Special Provision for Category I Institutions

The UGC has also stated that Category I HEIs and other institutions already eligible for offering online programmes may apply throughout the year. However, it’s important to note that application submission does not guarantee approval. Every application will undergo rigorous evaluation as per UGC’s quality benchmarks and regulations.

Stay Compliant and Stay Informed

Institutions aiming to expand their offerings through the ODL or online education mode must ensure strict compliance with UGC norms. Staying updated with the latest UGC notifications and adhering to deadlines is crucial for securing program recognition.
