Delhi Police Authorize Concentration of Tractors, with 37 Conditions; Farmers Announce Budget Day March to Parliament

Delhi Police on Monday issued a Certificate of No Objection (NOC) to the Tractor Rally proposed by Farmers in New Delhi on Republic Day Tuesday, after the Union leaders agreed to 37 conditions during a meeting with the police.

  • According to the agreed conditions, the organizers will limit the number of participants in the rally to 5,000 people, as well as 5,000 tractors. The rally will take place within the prescribed time frame, ie from 12:00 pm to 5:00 pm only on January 26, 2021.
  • Rally participants must not perform stunts, martial arts demonstrations or stunts. Weapons such as firearms, swords, spears, marshals and lathis, including religious symbols other than those permitted, will not be worn. Meanwhile, farmers’ unions announced on Monday that they would march to parliament from various locations on February 1, when the presentation of the Union’s annual budget is scheduled, PTI reported.
  • Darshan Pal, of the Krantikari Kisan Union, said the protesting farmers stand firm in their position to repeal the three new farm laws and that their agitation will continue until their demands are met.
  • Thousands of armed personnel have been deployed to the Rajpath and to various border points in the national capital, who have been placed under multi-level security blankets in preparation for the Republic Day celebrations and the proposed tractor rally.

Indian billionaires increased their wealth during the lockdown by 35%, to Rs. 3 trillion.   • At the same time, during the confinement, 24% of the country’s population earned less than 3,000 rupees per month. Ambani’s increase in wealth alone could keep Rs 40 million informal workers out of poverty for at least five months, according to the report.
  • Meanwhile, 170,000 people lost their jobs every hour in April 2020, according to the report. The Oxfam report recommended reintroducing the wealth tax and imposing a one-time 4% Covid-19 tax on taxable income over Rs. 10 lakh to help the economy recover from the lockdown.
  • According to his estimate, the wealth tax of the 954 richest families in the country could generate the equivalent of 1% of GDP. The report also looked at different forms of inequality, including education, gender and health.

The government told the Supreme Court on Monday that a judgment on the clemency declaration of Balwant Singh Rajoana, imprisoned for 26 years for the murder of former Punjab chief minister Beant Singh, would have “repercussions” now.

  • Appearing before a court headed by Chief Justice of India Sharad A. Bobde, the Center’s Attorney General Tushar Mehta requested three weeks of time.
  • The court finally gave the government two weeks. Balwant Singh’s call for presidential clemency has remained in limbo despite the government’s decision more than a year ago, in 2019, to spare his life in commemoration of the 550th birthday of Guru Nanak Dev Ji.
  • In a petition to the Supreme Court from his prison cell, Balwant Singh said that his repeated appeals to the government on the fate of the clemency petition were silently wrenched. He called the delay “inexplicable.” The petition for clemency was filed in 2012.

Allahabad HC postpones the final hearing of the car against the U.P. Anti-Conversion Order

Allahabad High Court postponed the final hearing of the court order filed against Uttar Pradesh’s Illegal Conversion of Religion Prohibition Ordinance, 2020 to February 2, citing the petition filed by the government headed by Yogi Adityanath to transfer the case to the Supreme Court.

  • On Monday, the state government said a request to transfer the petition was pending in the Supreme Court. The CV reportedly refused to accept the statement and said it would not intervene in the case. An HC bank of Chief Justice Govind Mathur and Judge Siddhartha Varma listed the case for February 2. The court hears a group of PILs who question the constitutional validity of the order.
