Center estimates using 40-50 crore doses of COVID-19 vaccine for July 2021

Center estimates receiving and using 40-50 crore doses of COVID-19 vaccine covering 20 to 25 crore people by July next year and is preparing a format for states to submit their list of priority population groups to receive the vaccine by the end of October, Union Health Minister Harsh Vardhan said today. He said that priority will be given to health workers involved in the management of Covid-19 to receive the vaccine.

  • During an interaction with his social media followers on the “Sunday Samvad” platform, he said that a group of high-level experts is analyzing all aspects of vaccines and that the Ministry of Health is preparing a format in which states present lists of priority population groups.
  • The roster of frontline healthcare workers will include physicians, nurses, paramedics, healthcare personnel, ASHA workers, surveillance officers, and many other occupational categories involved in the screening, testing, and treatment of the private sector patient.
  • This exercise is expected to be completed with October fines and is closely guiding states to also submit sober details of cold chain facilities and other related infrastructure that is required down to the block level, the minister said.

“The Center is also working on plans to develop capacities in human resources, qualification, supervision and others on a massive scale. It is there to receive and use approximately 400-500 million doses that will cover approximately 20-25 crore of people by July 2021. All of this is in various stages of completion, ”

Dr. Vardhan said.

LJP decides only in Bihar: the Lok Janshakti Party at a meeting of its Parliamentary Board has decided to compete on its own in the next Bihar Assembly poll. However, the decision does not paralyze his political ties to the BJP and the party says it will not compete against any BJP candidate and will support the latter in a post-election scenario. The LJP in its official statement said that it will work towards a BJP-LJP government in Bihar. In the formula for seat sharing and discussion among NDA allies, the LJP was offered only 25 odd-numbered seats. An official announcement of seats and candidates is expected once the BJP resolves its seating arrangement between JD (U) and Hindustani Awam Morcha by Jiten Ram Manjhi.

A stormy GST council meeting is expected tomorrow

Looking ahead to next week, Monday’s GST council meeting may turn to a stormy affair, as states not ruled by BJP are still at odds with the Center on elema de The compensation.

  • While 21 states, mostly governed by the BJP or parties that have supported it on some issues, until mid-September Home opted to borrow ₹ 97,000 crore to cover the deficit of GST revenue in the current major states led by the opposition such as West Bengal, Punjab and Kerala have not yet accepted the loan option offered by the Center.
  • Sources told the Press Trust of India that opposition-ruled states would oppose the Center’s borrowing options and demand alternative mechanisms to finance the GST’s compensation deficit.
  • They feel that the constitutional responsibility to compensate the states rests with the union government.
  • In actual taxes, the states are looking at a staggering Rs. Goods and Services Tax (GST) income deficit of Rs 2.35 million.
  • The Centre in August gave two options to the states to borrow either Rs. 97,000 crore from a special window facilitated by the RBI or Rs. 2.35 lakh crore from market and has also proposed extending the compensation cess levied on luxury, demerit and sin goods beyond 2022 to repay the borrowing.
  • However, the Chief Ministers of six non-BJP ruled states — West Bengal, Kerala, Delhi, Telangana, Chhattisgarh and Tamil Nadu — have written to the Centre opposing the options which require states to borrow to meet the shortfall.

7th round of India-China Corps Commander talks scheduled for October 12: India and China are scheduled to hold the 7th round of Corps Commander talks to work out measures for disengagement and de-escalation along the disputed border in Eastern Ladakh. The talks are scheduled on October 12.

  • Lt. Gen. Harinder Singh, 14 Corps Commander is set to be replaced by Lt. Gen. P.G.K. Menon in mid-October. The talks are likely to be attended by both the Lieutenant Generals from the Indian side, a defence source said. The Indian side will also have a representative from the Ministry of External Affairs.
  • After the 6th round of talks on September 21, both sides for the first time issued a joint statement in which they agreed to “stop sending more troops to the frontline” and “refrain from unilaterally changing the situation on the ground.”
  • Evidence of intent enough for conviction: In a potentially far reaching judgement, the Supreme Court has held that the presence of the mental element or the intention to commit a crime, if cogently established, is sufficient for conviction. It is not necessary to be actively involved in the physical act of assault, the Supreme Court has held in a judgment.
  • A Bench led by Justice Rohinton F. Nariman said the common intention (Section 34 of the Indian Penal Code) consists of several persons acting in unison to achieve a common purpose, though their roles may be different. The role may be active or passive is irrelevant, once common intention is established.
  • The judgment, authored by Justice Sinha, came on an appeal filed by three persons accused of a double murder in Assam in 2005. They argued that the trial court had acquitted two of their co-accused on the benefit of doubt.
  • They sought parity, saying if the duo were acquitted on the same evidence, they too should be released on the same benefit of doubt. They argued there was no common intention to commit the crime. They were not armed. So, each of the five accused person should be judged on his own individual acts during the commission of the crime.
  • The court refused to accept the argument. In his judgment, Justice Sinha observed that the foundation for conviction for common intention is vicarious responsibility. That is, the accused is equally responsible for the acts of his co-accused if there had been prior meeting of their minds to commit the crime.

The number of reported coronavirus cases from India stands at 66,05,130 at the time of publishing this news summary with the death toll at 1,02,353.

  • Suspected extremists on Sunday ambushed and killed an Assam Rifles jawan in Changlang district of Arunachal Pradesh. Another jawan was injured seriously in the ambush around 9 a.m. near Hetlong village under the Jairampur police station.
  • No group has taken responsibility, but district officials and the security forces suspect 30-35 members of the United Liberation Front of Asom-Independent headed by Paresh Baruah and the Khaplang faction of the National Socialist Council of Nagaland (NSCN-K) carried out the attack.
  • Attorney General K.K. Venugopal has declined a plea to give consent to initiate criminal contempt proceedings in the Supreme Court against Member of Parliament and senior Congress party leader, Digvijaya Singh, for his tweets.
  • The plea by advocate Sumant Sudan referred to two tweets by Mr. Singh questioned whether the Supreme Court would declare the alleged sweeping powers of raid and arrest without warrant given by the Uttar Pradesh government to the Special Security Force as unconstitutional or favour it under pressure.
  • Mr. Venugopal said he was replying on the assumption that Mr. Singh actually did make the statements. Having said that in his letter, the top law officer opined the statements were “wholly uncalled for”.
  • Attorney General K.K. Venugopal has rejected a request for consent to criminal contempt of the Supreme Court proceedings against Congressman and Congress Party leader Digvijaya Singh for his tweets.
  • Defender Sumant Sudan’s allegation referred to two tweets by Mr Singh asking whether the Supreme Court would declare unconstitutional or pressurize the alleged broad powers of search and arrest without a warrant given by the government of Uttar Pradesh to the Special Security Force.
  • Mr. Venugopal said he was responding assuming Mr. Singh had indeed made the statements. However, in his letter, the senior law enforcement officer considered that the statements were “totally unjustified”.
